The pen caps protect and prevent the tip from being exposed to the atmosphere so that the ink does not dry out. The pen caps have a small hole to prevent them from drowning if swallowed and to equalize the pressure inside the pen and prevent it from dripping. When you cover the tip of a pen with a pen cap and it's tight, a kind of vacuum is created inside the cap, so it can be very difficult to open it.
